Payments totalling N11,700, 000 were made by the Federal Ministry of Women Affairs and Social Development to enable Minister, Aisha Alhassan, and some other staff members to embark on ‘familiarisation visits’ to unnamed skill acquisition centres in selected states in 2015, a report from the Auditor-General’s office has revealed.
Interestingly, part of the funds was spent on November 11, 2015, the day the minister was officially sworn-in.
The report which contains observations made on the underlying accounting records of ministries, departments and other agencies of government is the latest from the Auditor-General’s office.
According to the report, an “audit investigation established that the purported acclaimed appraisal visits to skill acquisition centres were never undertaken.”
Details of the report further show irregularities in payment processes, record keeping and dating of the said visits.
The audit committee observed that: ‘‘all the attached receipts for fuelling did not indicate quantity in litres, the rate per litre, dates of purchase and vehicle number of the fuelled vehicles.
”The International hotel receipt of 23/11/15 which was issued for the hiring of a mini-bus from a hotel to unnamed project sites rendered the receipts doubtful.
”Hiring of cars to Project Sites at ridiculous rates of between N75,000.00 and N77,000.00 for two days as appeared on receipts numbers 910 of 22/11/15, 107 of 24/11/15, 0416 of 27/11/15, 531 of 25/11/15, is contrary to exercise of the due economy in line with the provision of Financial Regulation 415.
More worrisome is the date which appeared on some of the receipts. Reports of the investigation by the audit committee revealed that part of the expenses for the verification visits was made on the day Mrs. Alhassan was sworn in.
”Receipt number 5206 of 11/11/2015, the date the Minister was sworn in by the President of the Federal Republic of Nigeria and receipt number 11622 of 8th of November, 2015 with amount N100,000.00 respectively are not clear. The two receipts were for servicing of a vehicle two times within 3 days,’’ the report noted.
Following these irregularities and in the absence of any justifiable defence, the Auditor-General has mandated the ministry to refund the N11,700,000 to the federation account.
Mrs. Alhassan did not pick calls to her phone when PREMIUM TIMES tried to reach her for response to the report.
The 656-page audit report recently unearthed unsettling revelations when it said cumulative unremitted revenue from domestic crude oil sales by the Nigerian National Petroleum Corporation, NNPC, stood at about N3.878 trillion as at December 31, 2015.
The report, which formed part of the submissions in the 2015 Annual Audit Report of the Federal Government Account by the OAuGF, said the state–owned oil company withheld about N644.377 billion in 2015 alone.
The report also said that at least 44 assorted arms belonging to the Nigerian police could not be accounted for between 2013 and 2015, raising fears the weapons could have ended up in the wrong hands.

Paris Club refund: Govs angry over N16.67b secret payment to Osun

State governors across party lines are presently fuming over an alleged secret payment of N16.67 billion, said to be the last tranche of Paris Club refund payment to Osun state government.
The state government was in December 2017 paid along other states by the federal government the third tranche of the refund, amounting to N6.3 billion.
Paris Club refund is a partial settlement of long-standing claims by state governments relating to over-deductions from their Federation Account Allocation Committee (FAAC) payments for external debt service between 1995 and 2002.
Three tranches had been released earlier to all the states, with the last released alongside the December 2017 federal allocations to enable most of the states owing months of staff salaries offset the backlog.
At least three state governors from both the ruling APC and opposition PDP who spoke to Saturday Sun on the latest payment yesterday expressed anger over the secret manner the payment was made to only Osun. They argued that the refund was made to empower the state government successfully prosecute the September 22 governorship election in which the APC candidate, Isiaka Gboyega Oyetola is facing a strong challenge from the candidates of at least three other parties; PDP, ADP and SDP.
“All states and governors need money at this critical time to pay workers salaries and provide basic infrastructure needed by our people but instead of the federal government treating us equally, they have chosen to pay only Osun state this huge sum at the expense of the rest of us who are equally in dire need of whatever refund we have left”, one of the state governors told Saturday Sun yesterday.
Another governor who also sounded unhappy about the development said “the secret payment was all geared towards mobilizing for APC in the coming governorship election in Osun and certainly not for the state workers. Otherwise, it should have been a general and open payment to all the states.”
The third governor who also said he got wind of the payment vowed that he was going to mobilise his colleagues to pressure the federal government to release whatever is due to other states without further delay. “What is sauce for the goose is sauce for the gander”, he stressed.
The Federal Government had in March, 2018 claimed that it had so far shared N1.9 trillion among states as support from the Paris Club refund. Vice President Yemi Osinbajo made this known in his address at the fourth edition of the Ogun Investors’ Forum in Abeokuta.
Osinbajo said that the Muhammadu Buhari-led administration had continued to extend equal and unbiased support to states of the federation regardless of party affiliations. He said it would be difficult to point to any government that had been more supportive in the development of the ambitions of states as the present administration.
The Vice President had recalled that no fewer than 26 of the 36 states in Nigeria could not pay the salaries of their workers when the present administration assumed power in 2015. Osinbajo explained that the federal government, however, came to their rescue by extending funds to them.

The very thought of cancer can strike true fear into even the stoutest hearts. Yes, sometimes physicians can cure it with minimal fuss.
Other times it’s a pitched battle to the bitter end.
Perhaps the most horrible thing about cancer is how it impacts every demographic, striking all age groups. Just look at BBC presenter Rachael Bland.
A 40-year-old mother of one, Bland seemed to have it all. She enjoyed a prestigious position at a world-renown public broadcasting corporation.
What’s more, she was happily married and had a three-year-old son, Freddie. Then, according to Pop Sugar, she got a breast cancer diagnosis in 2016.
Business Insider reported that Bland initially discovered the disease when she found a lump in her armpit. It turned out that she had triple-negative breast cancer, a particularly virulent type.
Bland fought it hard and even went into remission. But it didn’t last long.
She wrote about the news that her cancer had returned on the Huffington Post U.K., “‘I’m sorry Rachael — it’s back and it’s incurable.’ From the moment you’re diagnosed with breast cancer, or any type of cancer, they’re the words you really don’t want to hear.
“My D-Day call, I jokingly refer to it as ‘Death-Day’, came back in April, while I was out playing with my three-year-old son, Freddie. Hearing those words ripped the air right out of my lungs and I had to lean against a wall to steady myself.”
The worst part of getting that news wasn’t just the fact that it heralded the end of her life. Bloom was away from home playing with little Freddie.
She described the heartbreaking scene of trying to drive home to tell her husband with Freddie in the vehicle with her the whole time. She remembered sobbing and telling her young son, “I’m so sorry.”
“When you are in my position,” she wrote, “knowingly approaching the end of your life at just 40 years old, with a husband you adore with all your heart and a three-year-old son you love so much that if you looked at him too long your heart could burst, you need two major things to get you through. Hope. And denial.
“If I were to release all my feelings about leaving my precious, beautiful Freddie behind, I wouldn’t be able to enjoy the rest of my time on this earth. So I tuck them away, graciously accept every little hug, squeeze, cuddle and utterance of ‘I love you so much, mummy’ and try not to let him see it break my heart.”
But even though she was aware her time on earth was ending, Bland didn’t want to leave Freddie without more than a fleeting memory of her. She penned a memoir for him titled “For Freddie,” chronicled all of her son’s preferences for her sister-in-law, and set aside a selection of her personal effects.
Perhaps the most touching gesture she did, though, was to wrap a series of birthday presents so he would always have something to open from her from when he was four until he turned 21. Her goal? To make sure the young boy remembered that he once had a mother who loved him very much.
“I hope the book and these gifts and notes will leave an imprint of my love behind for the rest of his life,” she said. “So he can be sure how very much I love him.”
Bland died on Sept. 5. But her legacy of love will last far longer than any bows or wrapping paper.

Earth tremor in Abuja: I'll run back to London if I feel it again in Aso Rock - Buhari
As Nigerians continue to react to the earth tremor that shook Nigeria's capital city at dawn, President Muhammadu Buhari has said the earth tremor was caused by the corrupt politicians in the main opposition, the Peoples Democratic Party (PDP)
He made the statement in his official tweeter handle. The President said the earth tremor is the handwork of desperate corrupt people who want him to return to London , the United Kingdom.
The President said in the event of another earth tremor, he will certainly leave the Presidential Villa and run back to London.
He wrote: President Buhari @TheMbuhari, “The earth tremors in Abuja is the handwork of desperate corrupt people who want me to run back to London because that’s exactly what I’m going to do if I feel this tremor again in Aso Rock.”

House raid: Clark Condemns Officers’ Dismissal, Says They Were Made ‘Scapegoats
The Ijaw leader believes the officers led by an Assistant Superintendent of Police (ASP), who has also been suspended, could not have embarked on the operation without the knowledge of the police authorities.
Elder statesman, Edwin Clark, on Friday faulted the police leadership for dismissing the three inspectors who raided his home.
“Why make these boys (the police officers) scapegoats?” Clark questioned when he received Former Vice President Atiku Abubakar and Governor Ifeanyi Okowa of Delta State at his residence in Abuja.
“For someone to say that they didn’t know, these boys were on their own and, therefore, they should be dismissed; Why deceive Nigerians? If you made a mistake, say you’ve made a mistake,” Clark said.

EPL: Arsenal sign 9-year-old Nigerian wonderkid
Arsenal have signed nine-year-old Jayden Adetiba, who they discovered in South Africa.
Nigeria-born Adetiba has signed a deal with the Gunners, after spending five weeks on trial, under the watch of the club’s academy bosses.
The wonderkid, who has lived in the UK previously, has spent most of his life in South Africa, where he played for SuperSport United Soccer School.
Adetiba’s father, John, shared an image of the youngster signing his deal on his Twitter account.
He wrote: “The little man joins the big club!!”
Speaking to The Sun UK, the nine-year-old said: “I thank God and my parents for this. I am very happy.
“I train three times a week at the academy and we have a match at the weekend.
“The amazing thing is, I have always been an Arsenal fan and I will work hard every day to make the first team.”

Brazilian presidential candidate know as 'the Brazilian Trump' stabbed
Brazilian right-wing presidential candidate Jair Bolsonaro—dubbed the ‘Brazilian Trump’— was stabbed while campaigning in Minas Gerais.
“Jair Bolsonaro was stabbed at an event in MG (Minas Gerais) but is out of danger,” his son Eduardo Bolsonaro tweeted. “I ask that you pray for him.”
Eduardo Bolsonaro said his father was stabbed in the abdomen.
Jair Bolsonaro was removed from the scene by supporters and taken to Santal Casa Hospital in Juiz de Fora, according to state-run Agencia Brasil.
The news agency said a person was detained.
Brazilian media has reported the candidate suffered a serious liver injury in the attack.
A hospital spokeswoman confirmed the 63-year-old is undergoing surgery

PDP BoT bars members from campaigning for Atiku, Saraki, others

The Board of Trustees of the Peoples Democratic Party has barred its members from campaigning for any of its presidential aspirants.
The party presently has about 13 aspirants jostling for its sole presidential ticket.
The aspirants are a former Vice President, Atiku Abubakar; a former Governor of Kano State, Senator Rabiu Kwankwaso; Governor of Sokoto State, Aminu Tambuwal; Governor of Gombe State, Ibrahim Dankwambo and a former Governor of Sokoto State, Attahiru Bafarawa.
Also in the race are a former Minister of Special Duties and Inter-Governmental Relations, Alhaji Kabiru Turaki (SAN); a former Governor of Kaduna State, Senator Ahmed Makarfi; a former Governor of Kano State, Ibrahim Shekarau; a former Governor of Plateau State, Jonah Jang and Dr. Datti Baba-Ahmed, amongst others.
The BoT took the decision not to back any of the aspirants at its meeting in Abuja on Thursday.
Chairman of the Board, Senator Walid Jibrin, who spoke with journalists after the meeting, also said that the Board would look at the possibility of pruning the number of the aspirants.
He said that the BoT would set up a committee that would look into it, but added that the none of the aspirants would be forced to step down.
He said, “The BoT deliberated on the current situation in the party. We also discussed about the number of our presidential aspirants.
“We are recommending that we have to manage the situation very well, so that it does not lead to crisis. The presidential aspirants are 13. We are trying our best to ensure that the number is reduced.
“But we are not forcing anybody. More consultations are ongoing among the elders. We are going to bring out a committee that will be best for Nigerians.
“We are forming a committee to meet with the aspirants. After that, we will decide on what to do.

The little elephant that lost its trunk: Fears for survival of calf spotted in the wild without a trunk
A baby elephant has been spotted wandering around the plains of South Africa with a missing trunk.
Fears for the calf's safety have grown after footage showed the baby animal walking among a herd of elephants in Kruger National Park without its critical body part.
Safari workers said they didn't know exactly how it had lost its iconic appendage but it was likely ripped off by a predator.
The chances of an adult elephant surviving in the wild without its trunk are slim.
An adult needs to eat between 200-600 pounds of food a day and drink up to 50 gallons of water a day.
Without a trunk it would be near-impossible for the animal to consume that much food or water.
The trunk is also important for social interactions.
Elephants use their trunks to hug, caress and comfort other elephants.

Fears for the calf's safety have grown after footage showed the baby animal walking among a herd of elephants in Kruger National Park without its critical body part.
Safari workers said they didn't know exactly how it had lost its iconic appendage but it was likely ripped off by a predator.
The chances of an adult elephant surviving in the wild without its trunk are slim.
An adult needs to eat between 200-600 pounds of food a day and drink up to 50 gallons of water a day.
Without a trunk it would be near-impossible for the animal to consume that much food or water.
The trunk is also important for social interactions.
Elephants use their trunks to hug, caress and comfort other elephants.

Deliverance star Burt Reynolds dies from heart attack, aged 82
Reynolds was best known for his roles in 1972's Deliverance, 1977's Smokey and the Bandit, and 1997's Boogie Nights - the last of which earned him an Oscar nomination.
He was also filming Quentin Tarantino's new movie Once Upon a Time in Hollywood alongside Margot Robbie, Brad Pitt and Leonardo DiCaprio. The film is expected to hit theaters in 2019.
Reynolds had been battling health issues for some time.
In 2013, he was hospitalized and placed in intensive care for flu-like symptoms and dehydration.
Two years earlier, the actor underwent heart surgery after his doctor found his arteries were closed during a routine physical.
My doctor said I needed to undergo bypass surgery immediately,' he told People at the time. 'I went home and shaved then had the operation the next day.'
His manager told CNN after the op that Reynolds 'has a great motor with brand new pipes.'
In September 2009, Reynolds checked into rehab for an addiction to prescription drugs.
Reynolds, known for his manly swagger, and was something of a 1970s sex symbol after rising to prominence on TV shows Gunsmoke and Dan August.
His first big movie breakout role was as Lewis Medlock in box office hit Deliverance in 1972
He followed it up with one success after another, in box office hits The Longest Yard Smokey and the Bandit, Hooper, The Cannonball Run and The Best Little Whorehouse in Texas.
After a couple of flops in the late eighties, he returned to TV in sitcom Evening Shade but made a triumphant return to the big screen in Boogie Nights.
Reynolds was twice married, first to Judy Carne for just two years from 1963 to 1965, and then to Loni Anderson, from 1988 to 1993.
He has one adult son, Quinton Anderson Reynolds, from his second marriage.
The star described the love of his life as ex-girlfriend Sally Field, whom he dated on-off for five years in the '70s and '80s after she starred across him in Smokey and the Bandit.

A man received a hilarious wake-up surprise from his nap after he saw his daughter's dog wearing the dentures he took off mid-snooze.
In a now viral tweet, a woman named Eunice from Long Island, New York, shared pictures from when her dog accidentally wore her dad's dentures when he left them out.
'A few months ago my dog, Maggie, stole my dads dentures while he was napping (his gums had been hurting him so he took them out mid-afternoon) and he found her like this,' she wrote on Twitter with two hilarious pictures

Obi Adegoke, a 25-year-old suspected member of the Black Axe cult has confessed that he was lured into the group with promises that he would meet music star, Davido.
Adegoke, who was among 27 suspected cultists paraded by the Police Commissioner Imohimi Edgal on Wednesday said he was an upcoming music artist.
He said he believed meeting Davido would have helped his music career.
He said: “I am an Aiye member (Black Axe). I have been in the cult for about two years. I was told that Davido was a member and if I join, I will be able to meet him.
“It was the guy who initiated me that said so. He said he worked for Davido and that it will be easy access. But since I joined, I have not met Davido. They told me I’ll become a very popular musician but see where I am now.
“I am renouncing my membership of Aiye. I will never belong to any cult again. They should look at my face very well. They will never see me in their midst again.
“I lived at Oniru in Lekki. I used to be a domestic help. Since I joined, I have not done anything bad. I have not killed anybody. I just wanted to be a famous musician.”

Falana made the call on Wednesday while speaking at the Mike Okonkwo Annual Lecture in Lagos.
“The restructuring I’m talking about is not the one that will put more money in the pockets of rulers.
“It is a restructuring that will transfer the enormous power at the centre to the federating units. Don’t be talking of 2023. What is of urgency now is restructuring,” he said.
He also believes that the issue of state policing among others needs to be immediately addressed to fix some of the challenges the nation currently faces.
“You want to police Lagos, but you bring a policeman from Sokoto like the colonialists will do and you take somebody from Lagos to Sokoto. Policing begins with intelligence gathering,” he said.

“One of the robbers, who was later identified as Junior, 19, was reportedly hit by speeding vehicles twice on the bridge before jumping off into the Lagoon," the Police stated.
Men of the Rapid Response Unit of the Lagos State Police Command have paraded three 'one-chance' robbers, who were operating on the Third Mainland Bridge.
Disclosing this in a statement on the official Facebook page of the unit on Wednesday, the Police said the robbers were arrested, while attempting to flee from the policemen on foot.
According to the release, “the robbers, John Akinyemi, 27; Paul Oliseh, 37 and Amos Williams, 12, were arrested on Monday afternoon on the Third Mainland Bridge after a chase by the Rapid Response Squad patrol team monitoring Iyana-Oworo.
“One of the robbers, who was later identified as Junior, 19, was reportedly hit by speeding vehicles twice on the bridge before jumping off into the Lagoon.”
Narrating how they operate on the route, the leader of the gang, John Akinyemi, confessed that the gang had been involved in robbery for more than three months.
“There were four of us. I was in charge of calling the team to work. It was our first trip for the day. We took four passengers in Estate Bus Stop in Alapere. They were going to Oshodi. We dispossessed them and dropped them off before Iyana-Oworo one after the other.
"We took their phones and money. We have been doing this for more than three months. We sell the mobile phones and jewelry, and we share the money,” he said.
Semiu Oluwaseun, one of the victims, who alerted the RSS officers, claimed he was robbed of N500,000, as well as his phone and other valuables.
Another victim, who was robbed on Sunday, identified John Akinyemi as the driver of the bus he was robbed in. He noted that he was robbed on Sunday night and that the robbers took N150,000 from him before he was thrown out of the speeding bus.
The robbers were paraded by Imohimi Edgal, the Lagos State Commissioner of Police, at the Command headquarters.

A military court in South Sudan has sentenced 10 soldiers to jail terms ranging from seven years to life for raping foreign aid workers and murdering a local journalist.
The court also ordered South Sudan's government to pay each rape survivor $4,000 (£3,000) in compensation.
The crimes were committed during a rampage in the British-owned Terrain Hotel in the capital, Juba, in 2016.
A UN report accused peacekeepers of failing to respond to pleas for help.
Thursday's judgment was delivered in a military courtroom packed with diplomats, aid workers and officials.
One accused soldier was acquitted. Another died in detention of natural causes.
The attack took place during heavy fighting in Juba between government and rebel forces.
More than 70 people, including two UN peacekeepers, were killed in three days of fighting.
At least five foreign aid workers were raped when troops stormed the hotel compound.
The court ordered the government to pay more than $2m in damages to the hotel's British owner, Mike Woodward, AFP news agency reports.
