Anambra Assembly Passes Bill Reducing Cost Of Burial, Duration Of Mourning

The Anambra State House Of Assembly has passed a bill that seeks the reduction in the expenses of organising funeral and burial rites in the state, and to prosecute offenders.

Sponsored by Hon. Charles Ezeani, the member representing Anaocha 11 constituency, the bill was passed after due consideration by House during Wednessday's plenary session.

The just passed bill provides that in the event of death, no person shall deposit any corpse in the mortuary or any place beyond two months from the day of the death.

The bill also noted that from the commencement of the law, no person shall subject any relation of the deceased person to a mourning period of more than one week from the date of burial ceremony.

Apart from the number of days recommended for burial ceremonies, the bill equally frowns on other flamboyant means of celebration that may cause destruction of property, gunshots, praise-singing, blocking of roads and streets during burial ceremonies; it also states that defaulters shall be punished in accordance with the law.

It further states that burial ceremonies in the state shall be for one day.

The bill further stipulates that during burial and funeral ceremonial activities, the family of the deceased shall provide entertainment for their kindred, relatives and other sympathizers at their own discretion.

Speaking further on the signifance of the  bill, Charles Ezeani, the sponsor of the bill who represents Anaocha 2 Constituency, maintained that the bill also made provision for a monitoring and implementation committee that would enforce the law as well as their responsibilities.

The lawmaker described  the bill as "an important and great achievement by the 6th Anambra Assembly", as it had put to rest the high cost of burial and funeral activities in the state.

Rita Maduagwu, Speaker of the Assembly, commended the lawmakers on the quick passage of the bill, saying it would "moderate burial expenses in the state".

Man Caught Withdrawing Money From ATM Without Debit Card

A young man, Azeez Morufu, was on Tuesday allegedly caught withdrawing money from an Automated Teller Machine (ATM) belonging to one of the new generation banks located at Oba Adebimpe Road, Dugbe, Ibadan, without using a debit card.

A passer-by was amazed seeing the ATM dispensing huge amount of money to Azeez without a debit card at the ATM point located beside the Ibadan national station of the Federal Radio Corporation of Nigeria (FRCN).

Azeez ran out of luck when the bewildered passerby raised the alarm and drew the attention of bank security personnel and others to the scene.

FRCN Ibadan national station reported that the young man confessed that it was not the first time he would be carrying out the act.

“Morufu said he has a code he always input on the ATM to dispense without a card,” FRCN further reported.

Our correspondent gathered that Azeez had been handed over to the police.

No State Is Controlled By Boko Haram ~ Buhari To UN

He said that his administration is doing everything possible to win the war against terrorism in Nigeria, noting that he has recaptured all territories held by Boko Haram in 2014 and also liberated thousands of Nigerians held against their will by this dreaded group. Speaking at the world economic forum in Jordan, Buhari opined that the world has changed and urged every nation to be corporative.

“Cooperation amongst sovereign nations is no longer a choice. It is an absolute necessity”, he said. Nigeria’s rig count declines by 6, as OPEC’s reduces by 11 He equally called for social and economic inclusion, noting that they are the root causes of many challenges the world is facing. His words, “In this digital age where physical borders no longer exist to protect even the most secured nations, the only way to overcome predatory and divisionary forces is for all well-meaning nations to work together for the greater good of mankind. “Simply put, cooperation amongst sovereign nations is no longer a choice. It is an absolute necessity.  In the last ten years, the world as we knew it has completely changed. “ We have seen and experienced significant shifts on many fronts. In Technology; Population and Migration; Trade and Geopolitics; Climate change; and many more. “For some nations, these trends have had positive impacts. But of course, we have also seen the negative and destructive outcomes of these trends in other countries. “ It is my view, that no region of the world has felt the full impact of these dramatic shifts and shocks like the Middle East and Africa – North and Sub-Sahara. “On one hand, our region is blessed with a very young, vibrant, enterprising and dynamic population. We also have valuable natural resources that are the envy of many nations. “These assets and endowments contributed to our region experiencing some of the highest economic growth rates in the world. “ On the other hand however, we have also been hosts to some of the deadliest conflicts in recent history. The deaths, damage and destruction caused by terrorist groups such as Al Qaeda, ISIS and Boko Haram over the last ten years will take decades to repair. By the special grace of God, today, most of these terrorist organizations have been significantly degraded. The world came together to achieve this. Now, we are faced with the task of rebuilding.

“It is at this point that we must ask ourselves how we, as a region, got to this point. The answer, at least in the case of Nigeria, is the lack of social and economic inclusion. As Nigeria celebrated being the largest economy in Africa and one of the fastest growing economies in the world, Nigerians were migrating in droves through harsh desert conditions and across treacherous seas to seek what they believe would be a better life in Europe. “Ladies and gentlemen, I strongly believe that the lack of social and economic inclusion was the root cause of many challenges we are experiencing. Today, our population is one hundred and ninety million people. By 2050, it is estimated that we hit three hundred and ninety million making us the third most populous country in the world.

This means we must start working now to ensure this population is productively engaged. “In the last four years, we focused on security while implementing inclusive policies. On the security front, we made significant gains in fighting Boko Haram. We have recaptured all territories held by Boko Haram in 2014. We have liberated thousands of Nigerians held against their will. “Today, I am pleased to say no territory in the Federal Republic of Nigeria is held or controlled by Boko Haram.  We are extremely grateful to the many countries that have stood with Nigeria to confront this global scourge and in particular, the Kingdom of Jordan under the leadership of His Majesty, the King. “Furthermore, our economic diversification and social inclusion policies are also yielding positive results. Our country has now returned to the path of growth. We are making gains in the ease of doing business indices. A key driver for growth is the agricultural sector where we aggressively pushed agricultural policies that empowered millions of our rural citizens. “In the spirit of “Building New Platforms of Cooperation”, we partnered with the Kingdom of Morocco to domesticate fertilizer production in Nigeria and revive over two million tons of abandoned fertilizer blending plant capacity. “The outcome is we created tens of thousands of jobs in agriculture, logistics, manufacturing and retail sectors. We are able to achieve moderate growth. But it was inclusive.

Nigeria is now at a new dawn and embarking on a new development trajectory. We are determined to industrialise Nigeria leveraging our comparative advantage. Nigeria seeks Brazil’s support in combat against insurgency, terrorism “We recognize the private sector as the engine of growth and a veritable partner in our economic agenda. The Middle East is a natural partner. Africa and the Middle East must therefore focus on policies that will deliver shared economic prosperity for all our citizens. On trade and investments for example, we can do more. Africa represents only five percent of Jordan’s trade with the world. But we have the resources, the people and the markets to do more. “Opportunities exist in key job creating sectors such as Agriculture, Health, Tourism, ICT, Infrastructure as well as Textile and garmenting to mention a few. Our new, inclusive and diversified Nigeria is definitely open for business. Our population, resources, policies and programs make it the most attractive investment destination in Africa. “As friends and allies, we must therefore cooperate and leverage on our relative strengths.

We must remain open to “Building New Platforms of Cooperation. As we deliberate over the next two days, I would ask all leaders present to reflect on our collective experiences. We must identify how we can work together. “Today, we are living in a new world. In this new world without borders, my personal view is stability and sustainability can only be achieved through inclusive economic growth, and enhanced cooperation amongst nations. I thank you all for listening and I wish you a very successful and productive summit".

INEC Rules Out Fresh Guber Polls In Rivers

The Independent National Electoral Commission (INEC) has ruled out the conduct of fresh governorship and House of Assembly elections in Rivers State.

This is as the governorship candidate of the African Action Congress (AAC), Biokpomabo Awara, walked out of the stakeholders’ meeting organised by INEC to continue the suspended March 9 elections in the state.

The meeting, which held at an event centre, located along Eastern Bye-Pass, Port Harcourt, was boycotted by the Social Democratic Party (SDP) and the Labour Party (LP).

Speaking at the meeting, INEC National Commissioner in-charge of Bayelsa, Rivers and Edo States, May Agbamuche-Mbu, emphasised that a fresh election would not be conducted in the state.

Agbamuche-Mbu, who stated that the commission would resume collation in Rivers State on April 2, 2019, said the objective of the meeting is to brief stakeholders on the activities and schedule of the collation by the electoral body.

In his remarks at the meeting, Rivers State governor, Nyesom Ezenwo Wike, who dismissed insinuations that the state is prone to violence, advocated the non involvement of the military during elections to guarantee free, fair, credible and peaceful elections in the country.

Wike urged the commission to publish the list of security personnel that would be stationed at the collation centre to avoid disruption of the process.

Also in his remarks, the state commissioner of police, Usman Balel, who assured that the police is committed to providing adequate security for the people, called on stakeholders to embrace peace and accept the outcome of the process .

Earlier in his welcome remarks, INEC Administrative Secretary in the state, Etim Umoh, said the commission is in possession of collated results of the March 9 election from 17 local government areas in the state.

Umoh listed the local government areas to include; Ahoada-East, Akuku-Toru, Bonny, Obio-Akpor, Ogba-Egbema-Ndoni, Opobo/Nkoro, Ogu/Bolo, Ikwerre, Emohua, Okrika, Oyigbo, Eleme, Andoni, Omuma, Tai, Etche and Port Harcourt City.

He said collation of results would take place in six local government areas, including: Abua-Odual, Asari-Toru, Gokana, Ahoada-West, Khana and Degema.

The administrative secretary, who stated that the issue before INEC is collation of results, explained that before the suspension, some local government areas had already started collection.

Insisting that it is the duty of INEC to call erring staff to order, Umoh noted that it is on this premise the process was suspended.

He stated that the collation would hold at INEC headquarters in Port Harcourt between April 2 and April 5, while warning that only names of agents already submitted would be accepted.

Innoson Moves To Acquire GTB Head Office After 7 Branches

Innoson Motors said it would move to the headquarters of Guaranty Trust Bank in Lagos to effect the judgement of courts that awarded it an estimated N8.8 billion.
The company’s spokesman Cornell Osigwe said this in an interview with Daily Trust on Saturday.

Already, Innoson’s agents had sealed seven branches of the bank in Awka and Enugu and plans to take further action by sealing the head office of the top flight bank.
Okigwe said in the interview with Daily Trust: “From next week, we shall move to GTB head office to enforce the judgement of courts.

“We will sell those properties to get our money back" .
GTB Plc has claimed that the judgement Innoson is executing not against it but a customer of the bank and the Nigerian Customs and Excise Board.

In a statement, the bank’s secretary, Eric Obebeduo, said the garnishee order in question arose from a judgment of the Federal High Court, Ibadan, Oyo State.
The statement said: “It is important to state that the Judgment allegedly in issue is in respect of Garnishee Proceedings against the account of the Nigerian Customs Services Board domiciled with the Bank and not against the Bank as an entity.
“The Bank as a law-abiding corporate citizen is taking all necessary legal steps to address this situation and ensure that no illegal or fraudulent execution is carried out".

However, Innoson Motors Nigeria Limited said its action, the sealing of seven GTB offices in Awka, Anambra State and Enugu in Enugu State followed a Supreme Court judgement that affirmed the earlier judgement by the High Court and the Court of Appeal in Ibadan.
Innoson in a statement on Friday claimed it obtained a court order to take control of GTB over indebtedness of N8.8 billion.
Osigwe said the company has obtained a writ of Fi fa from the Federal High Court sitting in Awka, Anambra State against GTB to take over the bank’s properties.
According to Osigwe, Innoson Chairman, Innocent Chukwuma, has been mandated by Federal High Court sitting in Awka, Anambra State to “take over” the bank after the Supreme Court dismissed GTB’s appeal against the judgement of the Court of Appeal in Ibadan.
He said: “The Chairman of Innoson Group, Chief Dr. Innocent Chukwuma, has through a Writ of Fi Fa taken over Guaranty Trust Bank Plc for and on behalf of Innoson Nigeria Limited as a result of the bank’s indebtedness to Innoson Nigeria Limited.
“In a landmark decision on February 27th, 2019, the Supreme Court of Nigeria had dismissed GTB’s appeal in a suit number SC.694/2014 — against the judgment of the Court of Appeal, Ibadan Division.

“The Court of Appeal, Ibadan Division had in its decision of 6th February, 2014 dismissed GTB’s appeal against thee Federal High Court, Ibadan Division.
“Thus, the Court of Appeal affirmed the judgment of the Federal High Court, Ibadan Division, which ordered GTB by way of Garnishee order absolute to pay N2.4 billion to Innoson with a 22 per cent interest per annum, on the judgments until the final liquidation of the debt.
“Rather than obey the judgment of the Court of Appeal, GTB approached the Supreme Court to challenge the Court of Appeal’s decision".

The company also said that in a ruling delivered by the Supreme Court, Justice Olabode Rhodes-Vivour dismissed GTB’s appeal and affirmed the concurrent judgment of both the Court of Appeal and the Federal High Court, Ibadan Division.
According to the ruling, the court ordered GTB to pay N2.4 billion to Innoson with a 22 per cent interest per annum on the judgment until the final liquidation of the judgment.Osigwe added: “The Judgment Debt of N2.4 billion has accrued an interest of about N6,717,909,849.96 today, which results to about N8.8 billion.

“Based on the Supreme Court’s decision of 27th February, 2019, the counsel to Innoson, Prof. McCarthy Mbadugha, approached the Federal High Court, Awka Division for leave to enforce the judgment, having obtained Certificates of Judgment from the Ibadan Division of the Federal High court".
